Licensing & Broker Disclosures

The short version. ShopHealthcare is a website operated by Core Value Insurance Associates, LLC, a licensed independent health insurance brokerage (National Producer Number 19482230). We are not an insurance company, not the government, and not the official ACA Health Insurance Marketplace at HealthCare.gov. We help you shop private, off-exchange health coverage from the carriers we work with, and a licensed human agent on our team handles every enrollment. We are paid by the insurance companies when you enroll, not by you. We are currently licensed in 37 states (listed below), and you can verify our license for free at nipr.com.
1. Who we are
ShopHealthcare (the website at shophealthcare.com, including the marketing pages we sometimes refer to internally as the "37b" homepage) is owned and operated by:

"ShopHealthcare," "we," "us," and "our" in this document and across the site mean Core Value Insurance Associates, LLC.
2. What we are — and what we are not
We want this to be clear, because health coverage is easy to get confused about.
We are
- A licensed insurance producer (broker/agency). We are independent, which means we are not owned by or exclusive to any single insurance company.
- An off-exchange brokerage. We help you shop and apply for private health coverage sold outside of the government exchange.
- A business compensated by the insurance carriers we place coverage with (see Section 5).
We are not
- Not an insurance carrier. We do not underwrite, issue, or pay claims on any policy. The insurance company (the carrier) issues your policy and is responsible for paying covered claims under the terms of that policy.
- Not the ACA Health Insurance Marketplace and not HealthCare.gov. We are not affiliated with, endorsed by, or connected to the federal or any state-based health insurance Marketplace/Exchange. If you are looking for ACA Marketplace plans, premium tax credits, or cost-sharing subsidies, the official site is HealthCare.gov (or your state's exchange).
- Not a government agency. We are not affiliated with, endorsed by, or connected to Medicare, Medicaid, the Centers for Medicare & Medicaid Services (CMS), the Social Security Administration, or any other federal, state, or local government program.
- Not selling ACA / Marketplace plans, Medicare, Medicaid, or government subsidies. We do not enroll you in any government program or subsidized plan and we never represent that we do.
3. What we offer
We help you shop private, off-exchange health coverage. Our flagship product is Health ProtectorGuard ("HPG"), a fixed-indemnity / supplemental-style product, often paired with supplemental add-ons such as accident coverage. If the flagship product is not a good fit for your situation, we may route you to a broader catalog of other private coverage options from the carriers we work with.
Some important points about what that means:
- Fixed-indemnity and supplemental products are not major medical insurance. They are not a substitute for comprehensive (ACA-compliant) major medical coverage and may not cover pre-existing conditions or all medical expenses. Always read the plan documents and benefit schedules before you enroll. Specific product terms, limitations, and exclusions are set by the carrier, not by us.
- We do not offer every plan available in your area. We are limited to the plans offered by the insurance carriers that participate with us. There may be other coverage options — including ACA Marketplace plans — that we do not sell. You are always free to shop elsewhere, including at HealthCare.gov or directly with a carrier.
4. Nora, our AI assistant, and how enrollment actually happens
"Nora" is an AI enrollment assistant that helps you ask questions, compare options, and gather the information needed to apply. To be clear:
- Nora is not a licensed insurance agent. Nora does not give licensed advice and cannot bind or issue coverage.
- Every enrollment is executed by a licensed human agent at Core Value Insurance Associates, LLC. A licensed person — not the AI — is responsible for placing your coverage.

5. How we are paid
You do not pay us a separate fee to shop or to use the site. When you enroll in coverage through us, the insurance carrier compensates us — typically as a brokerage commission, and in some cases as another carrier-paid fee or override. Our compensation is built into the standard pricing of the products and does not increase the premium you would otherwise pay the carrier for the same plan.
The exact compensation model can vary by carrier and by product (for example, commission as a percentage of premium, a flat per-policy amount, or a combination). We have described the model above as a carrier-paid brokerage commission/fee; the precise structure for each product is set in our agreements with the carriers and is identified in this document as an item to confirm (see "Open items / to confirm"). You may ask us how we are compensated on any product before you enroll.
Premiums and any payment for the coverage itself are collected by the insurance carrier at enrollment, not by ShopHealthcare.
6. Carrier relationships and trademarks
We place coverage with a number of insurance carriers. Those carriers are independent companies. Any carrier names, logos, product names (including "Health ProtectorGuard"), and other marks that appear on the site are the property of their respective owners and are used only to identify the products and carriers we work with. Their appearance on the site does not imply that any carrier sponsors, endorses, or is otherwise affiliated with ShopHealthcare beyond our broker relationship with that carrier.
7. Where we are licensed
Core Value Insurance Associates, LLC holds insurance producer (agency) licenses in the states listed below. We can only solicit, recommend, or place coverage for residents of states where we hold the required license at the time of the transaction. State licensing is the only hard gate on whether we can help you — if we are not licensed in your state, we will not enroll you there.

This 37-state list is the operative source of truth for where we are licensed. License numbers for each state are on file and can be verified at no cost through the National Insurance Producer Registry (see Section 8).

Important note about "50 states" claims
Some marketing copy on the site may state or imply that we are "licensed in all 50 states." That is not accurate, and it should not be relied on. We are currently licensed in the 37 states listed above — not all 50. The footer's published license numbers (5 states) and any "50 states" marketing claim do not match our actual licensing footprint. To avoid any confusion, treat the 37-state list in this document as authoritative, and treat "all 50 states" as an over-statement that does not reflect where we can actually do business. We are working to correct the marketing copy and to publish (or make verifiable) the license number for every state in which we are licensed. If you ever see a conflict between marketing copy and this page, this page controls.
8. How to verify our license
You can verify Core Value Insurance Associates, LLC's licensing for free, in any state, through the National Insurance Producer Registry (NIPR):
- Go to nipr.com.
- Use the "Licensee Lookup" / "PDB" (Producer Database) search.
- Search by our NPN: 19482230 (or by our business name, Core Value Insurance Associates, LLC).
- The results will show the states where we hold an active license and our license status in each.
You may also look us up directly with any individual state's Department of Insurance using the tools described in Section 9.
9. Questions, complaints, and your state Department of Insurance
If you have a question or concern about how we marketed, recommended, or placed coverage, please contact us first — we want the chance to make it right. You can reach Core Value Insurance Associates, LLC at the address in Section 1, or through the contact details on our Communications page.
You also always have the right to contact your state insurance regulator. Each state has a Department of Insurance (sometimes called the Division of Insurance or Department of Financial Services) that licenses producers and handles consumer complaints. To find and contact yours:
- Use the National Association of Insurance Commissioners (NAIC) regulator directory at content.naic.org/state-insurance-departments, or
- Search "[your state] Department of Insurance consumer complaint" to reach your state regulator directly.
For example, Florida residents can contact the Florida Department of Financial Services / Division of Consumer Services at myfloridacfo.com/division/consumers.
